Izpack. Both shortcuts created with same target

Description

I am trying use izPack. But on Windows 10 (i don't how it work on 7 or 8) shortcuts App and Uninstaller are created with same target $INSTALL_PATH\core\manager.jar.

My shortcut spec:

location can only have either be set to applications OR startMenu.

I checked it on Windows 7 with your shortcutSpec and I get the icons with correct targets, so maybe it is isolated just to newer OS versions. I will try to check it on some Windows 10 station later.
