Creating Windows start menu shortcuts fails if installation directory contains non-ASCII characters

Description

If INSTALL_PATH contains non-ASCII characters the IzPack installer correctly installs the product to the specified directory but fails to create valid start menu entries.

1. If INSTALL_PATH is set to "C:\€@³,-§$ß^ü°~#'éḫấủỷžďȘț·øŁî字汉.кшæ" the ShortcutPanel doesn't even show up.
2. If INSTALL_PATH is set to "C:\möörps" the installer creates invalid start menu entries pointing to "C:\m��rps"
